Melbourne Village finance committee approves minutes, reviews financials and stormwater grant scope

Melbourne Village — The Finance Committee approved minutes from August and September 2024 and accepted the September and October 2024 financial statements at its Nov. 19 meeting at the town office.
Committee Chair Ross Whitley called the meeting to order at 7:00 p.m. and, after roll call, the committee voted unanimously to accept the corrected minutes and to place the two months of financial statements on file for audit. The committee asked staff to simplify the monthly packet by removing the separate “Statement of Cash Flow” and renaming the Income/Expense Statement to “Revenues and Expenditures.”
Town Clerk/Treasurer Heather Roberts reported completed staff actions, including canceling Pinnacle and fraud detection services at PNC Bank and noting that maintaining a $30,000 balance will avoid account fees. She said Public Works completed ditch‑clearing work at a cost of $8,100 and will finish remaining maintenance items. Roberts was directed to implement final FY 2023‑24 budget changes discussed at the meeting.
On new business, the committee agreed to change the reference for the town’s “old bridge” item to the Storm Water Maintenance Fund. The committee discussed an employee insurance renewal scheduled for December and a Public Works maintenance technician’s 90‑day review; the budget allows a $1.00 hourly raise but the technician requested $1.50.
The committee reviewed a retroactive attorney pay increase of $800 per month that is already in the budget and must be authorized by the Town Commission back to October. Members also discussed a stormwater grant program that will fund culvert work performed three culverts at a time at a price of $15,500 and considered requesting additional scope under that grant. Roberts was asked to prepare a Stormwater Utility Fund worksheet showing revenues, expenses, transfers and reserves.
On investments, Roberts will produce a chart showing actual investment plan performance and meet with Gary (last name Ingram referenced) to discuss the final allocation and an offer from the committee’s prior contact, Zach Falconer, who has changed companies. The committee also agreed to reallocate a building department net activity surplus to administration costs for a clearer view of total department costs; that change will be reviewed next month.
The committee verified sufficient expenses to permit Melbourne Village to use its full American Rescue Plan Act allocation; members noted that ARPA funds not fully obligated by Dec. 31, 2024, cannot be spent thereafter, while fully obligated funds remain spendable through Dec. 31, 2026. The committee moved its December meeting from Dec. 17 to Dec. 10. The meeting adjourned at 8:40 p.m.; minutes were submitted by committee member Sandra Smith.
