Finance Committee approves January minutes and financials; clerk to research $9,206 reserve fee

At a Feb. 18, 2025 meeting at the Town Office, the Finance Committee approved the January 2025 minutes and accepted the January financial statements to be placed on file for audit.
Ross Whitley, chair of the Finance Committee, asked for a motion to accept the minutes; Gary Howell moved to approve, Ross Whitley seconded and the motion was approved unanimously. Later, Mary Murphy moved to accept the January financial statements for placement on file for audit; Gary Howell seconded and the motion carried unanimously.
The committee directed Heather Roberts, town clerk and treasurer, to research a Reserve/Trans Impact Fee listed at $9,206.00 and to prepare a worksheet for the Stormwater Utility Fund showing revenues, expenses, transfers and reserves. Roberts and committee members will present those materials for review in a future meeting tied to audit preparation.
Committee members were told the workers' compensation audit is complete and that the town is due a return of about $12,000, attributed mainly to lower Public Works staff levels for much of the audit year. The town audit remains in progress and is expected to be presented to the Town Commission in March; Roberts will provide updates to Ross Whitley and the committee ahead of the committee's March review.
On capital items, members noted diagnostics on the existing generator are complete and multiple vendors are providing replacement quotes; the minutes state generator quotes should be available at the next commission meeting. The HW septic system work and pricing are being finalized after additional tree‑root removal was required. A playground installation by the original contractor is nearly complete, with a few items left to finalize.
The committee also reviewed investment accounts and recorded that Heather Roberts and Gary Howell will continue to monitor those accounts. The Building Department report will be updated in April, the minutes say.
Members reviewed the American Rescue Plan Act (ARPA) activity report and noted that ARPA closeout is scheduled for April. The minutes include a procedural reminder that ARPA funds cannot be spent after Dec. 31, 2024 unless the expenditures were approved and under contract prior to that date (in which case those funds are treated as fully obligated and may be spent through Dec. 31, 2026).
The meeting was adjourned at 7:45 p.m. The Finance Committee scheduled its next meeting for Tuesday, March 18, 2025.
