Phillipsburg council waives Wellness Center rent for employee memberships, offers $90,000 salary for Public Works Director

The Phillipsburg City Council moved on March 2 to change the Wellness Center lease arrangement and to offer a salary for the Public Works Director role.
Mayor Lance Munyon said the Wellness Center board agreed to offer free membership to full-time city employees and reduced rates for employee spouses if the city waives the facility’s $350 monthly rent. Councilmember Jerry Voorhees moved and Councilmember Kenneth Craig seconded a motion to have the facilities committee update the Wellness Center contract to reflect the change; the motion passed unanimously.
Following an executive session to discuss a non-elected personnel matter under K.S.A. 75-4319(b)(1), the council returned to open session and voted to offer an individual an annual salary of $90,000 for the Public Works Director position (moved by Brian Shrader; seconded by Kenneth Craig). Mayor Munyon also stated he would like the city to create a pay scale tied to skill sets to better compensate employees with experience or prior service to the city.
What happens next: the facilities committee will draft contract language for the Wellness Center agreement and staff will proceed with the salary offer process for the Public Works Director candidate in accordance with city personnel rules.
