Phillipsburg council discusses KDOT CCLIP funding, declines three-lane expansion inside city limits

Mayor Lance Munyon told the Phillipsburg City Council on March 16 that the city's CCLIP project could receive up to $400,000 from Kansas Department of Transportation in 2027 and another $400,000 in 2028, with costs above those amounts the city's responsibility. Munyon said KDOT proposed a three-lane roadway east of the city limits but noted constructing three lanes only makes sense if the wider roadway is inside the city limits.
Council consensus was that the city should not change its street configuration to a three-lane section for that project. Munyon also raised a conceptual bypass option routing two miles north of the ethanol plant and then over to Highway 183; the council expressed no opposition to exploring the bypass idea, but took no formal action.
The discussion focused on project funding limits and how right-of-way and municipal limits affect whether the city should accept a three-lane design tied to the CCLIP grant structure. No motions or formal commitments were made on the bypass or lane configuration during the meeting.
Mayor Munyon also noted the west city limits sign needs to be relocated farther west to reflect the correct city limits. The Strategic Doing meeting was scheduled for May 19 at the Fischer Building to continue planning conversations.
