Phillipsburg council adopts employee referral incentive and signs several administrative contracts and appointments

At its Feb. 16 meeting, the Phillipsburg City Council approved an employee referral incentive, authorized an apprenticeship contract with KRWA, approved licenses and appointments, and allowed the mayor to sign permits and a BUILD grant support letter; most measures passed unanimously.
Phillipsburg Mayor Lance Munyon and the City Council voted on a package of administrative measures at their Feb. 16 meeting, adopting an employee referral incentive, authorizing an apprenticeship contract, approving a beverage license and several appointments, and approving statements of work and notices needed for ongoing projects.
Councilmember Kenneth Craig proposed and moved adoption of an employee referral incentive; the motion, seconded by Councilmember Terry McConnell, specified that “a current employee and the new hire that they refer can each earn $500 after 1 year of the new hire’s employment,” that each employee may refer up to three hires, and that a new hire may begin referring after one year of their employment. The motion carried with all councilmembers present voting aye.
Utilities Director Kent Footh updated the council on public-works operations, saying the Sterling dump truck returned with a new plow and crews continue patching and small projects. Footh asked the council to prioritize the curb on State Street between 2nd and 3rd streets; the Street Committee will meet before the next council session to consider options.
The council authorized the mayor to sign an apprenticeship contract with the Kansas Rural Water Association (KRWA) to move forward with a local apprenticeship program. The motion to allow the mayor to sign the KRWA contract was moved by Brian Shrader, seconded by McConnell, and carried unanimously.
City Clerk Brandi Spray asked the council to permit the mayor to sign a Notice of Intent for a KDHE permit related to a fuel farm relocation project; the council approved the request (moved by Shrader, seconded by Craig; voting aye: all).
Other unanimous actions included approval of ordinance #1055-02-26A to pay bills, approval of the Feb. 2, 2026 minutes, granting a Cereal Malt Beverage license to Black Sheep Tap House, appointments to the Shade Tree Commission (Tracy Beach, Howard King and Joan Bowman) and appointment of Kent Stormont to the Board of Zoning Appeals. Mayor Munyon presented a CivicPlus Media Statement of Work that removed a 48-month website redesign, substituted an ADA-compliant video feature, and reduced the annual cost from roughly $10,800 to about $9,500; the council authorized the mayor to sign that SOW.
Billie Knowles (PCED) requested a mayoral letter of support for a BUILD grant application for Kyle Railroad; the council authorized the mayor to sign that letter. Mayor Munyon also said Jim Knowles will be taking over building permit approvals with Howard King assisting.
The meeting recessed briefly for an executive session to discuss a non-elected personnel matter under K.S.A. 75-4319(b)(1) and resumed in open session at 6:36 p.m. The council adjourned at 7:03 p.m.
Actions recorded in the meeting minutes show each motion carried with "Voting Aye: ALL" where recorded; the minutes list five councilmembers present and one absent.
