Phillipsburg council approves water-tower rehab contract, passes GAAP resolution and other routine business

On Jan. 19, 2026 the Phillipsburg City Council approved a contract with Utility Services to rehabilitate the city water tower, passed GAAP Resolution #358, reappointed zoning board members, approved personnel items and agreed to serve as a BUILD-grant pass-through for Kyle Railroad.
The Phillipsburg City Council met Jan. 19, 2026, at 945 2nd Street and approved several administrative and infrastructure actions, including a contract for water-tower rehabilitation and GAAP Resolution #358.
Utilities Director Kent Footh told the council he had reviewed the Utility Services contract for the water-tower rehabilitation, had his questions answered by the engineering consultants and "believes we can move forward." The council voted unanimously to approve the contract after a motion by Terry McConnell and a second by Brian Shrader.
The council also passed Resolution #358 (listed in the minutes as a GAAP resolution) by unanimous vote; the minutes do not include the resolution text. Councilmembers approved ordinance #1055-01-26A to pay the bills and reappointed Dan Crist, Roger Jackson and Ken Stormont to the Board of Zoning Appeals.
On personnel matters, the council approved an updated Director of Public Works job description (mover: Don Roberts; seconder: Kenneth Craig), and appointed Terry McConnell as Council President (mover: Don Roberts; seconder: Brian Shrader). Kenneth Craig introduced an employee referral incentive idea and was asked to draft a formal proposal for a future meeting.
City Clerk Brandi Spray told the council she will gather more information about the Kansas Collateral Pool transition following 2025 HB 2152 and asked the council to review an email about a BUILD grant application; the council unanimously authorized the City to act as a pass-through applicant for Kyle Railroad's BUILD grant request.
Mayor Lance Munyon led the Pledge of Allegiance. The meeting concluded with a unanimous motion to adjourn at 6:58 p.m.
