Commission moves nonresident hunting‑plus‑fishing license proposal to action

Deputy Commissioner Gabe Jenkins presented a proposal to bundle a nonresident fishing license with the nonresident hunting license (amend 301 KAR 5022), which would raise the existing nonresident hunting license price to cover the bundled fishing privilege. Jenkins said the department averages roughly 35,000 nonresident hunting license sales annually and estimated only about 2,500 of those purchasers currently also buy nonresident fishing privileges; bundling could increase license revenue and boost fishing participation and Denghall Johnson appropriation dollars.
“By bundling this nonresident fishing privilege with the hunting license, we hope to increase license sales on the fishing side and create a more consistent revenue stream,” Jenkins said. (Gabe Jenkins)
Commissioners asked whether the proposal would keep Kentucky competitive on price with neighboring states and asked staff to quantify expected DJ appropriation changes and any risks to nonresident participation at higher price points. Jenkins said the department would provide comparative pricing information and survey data in advance of the next meeting.
The commission voted to send the proposal to an action item on the next full commission agenda so staff can prepare fiscal analyses and comparative pricing information.
