Chelsea, a city staff member who presented the draft, said staff added existing street networks to the comprehensive‑plan maps, expanded mixed‑use along Big Creek Commons and added trail alignments including the Polk City Junction Trail. She told commissioners staff will update the final trail alignment before sending the package to council.
The proposed Option C changes include multiple acreage adjustments. Chelsea read the numbers into the record: civic and institutional acreage remains about 44–45.5 acres; commercial increases by 11.67 acres to just over 111 acres; high‑density residential drops from 27.8 to 14.4 acres; industrial increases by approximately 47.1 acres (to about 126.5 acres); medium density rises by 26.85 acres (to about 84 acres); mixed use drops by roughly 27.4 acres (to just under 165 acres); and low‑density residential is reduced by approximately 247,820 (reported as a unit in the staff tabulation) to a new total of about 637.7 acres.
A committee member who spoke during discussion said the map functions as guidance, not a fixed street plan, and praised the update for locating more commercial and mixed uses near the regional park. Chelsea acknowledged a GIS ‘‘quarry’’ issue that affected some mixed‑use figures and said staff will correct the fence geometry and provide a corrected tabulation at the next Planning & Zoning meeting.
There was no formal roll‑call vote recorded to adopt the map at the meeting; commissioners expressed agreement to forward the Option C concept to council with the map corrections Chelsea described. Staff said it will clean up the map and present a final summary before council consideration.
Next steps: staff will correct the GIS mapping issue and prepare a finalized tabulation; the commission’s recommendation will be transmitted to the Polk City Council for formal action.
