Drainage trustees tentatively approve McNeill Intercounty Drainage District reclassification; set Sept. 1 public hearing

During a recess at 10:00 a.m. on July 14, 2026, the Monona County Board of Supervisors convened as Drainage Trustees to consider drainage business related to the McNeill Intercounty Drainage District.
The trustee body moved to tentatively approve the Commissioner’s Report for reclassification of benefits; the motion was carried with votes recorded from Monona and Harrison county trustees present. Trustees then set a public hearing on the Commissioner’s Report for 10:00 a.m. on Sept. 1, 2026 at the Onawa Public Library, 707 Iowa Ave., Onawa, IA 51040. The trustees directed that the notice of public hearing be published and mailed as required under Iowa Drainage Code §§ 468.14, 468.15 and 468.16.
Attendees for the drainage session included Drainage Clerks Amy Borchardt‑Sick and Ashley Brown, ISG Engineer Amanda Goodenow (joining by Zoom), and representatives from the Harrison County Board of Supervisors (Brian Rife, Tony Smith and Rebecca Wilkerson). The trustee action to tentatively approve the report and to set the hearing is a procedural step that advances the reclassification process and establishes the statutorily required public notice and hearing schedule.
The trustee body also approved drainage claims during the session. The minutes record votes on these items; details on the substance of the reclassification (such as benefit calculations or parcel impacts) are contained in the Commissioner’s Report itself and were not reproduced in full in the meeting minutes. The public hearing will be the formal venue for objections and testimony under Iowa’s drainage code.
