Council adopts midyear amendments to FY2026 budgets; approves transfer for excavator

Nome’s City Council approved a package of midyear budget amendments that adjust several FY2026 funds and include a $50,000 transfer to the capital projects fund to cover part of an excavator purchase.
Finance staff member Nikki outlined the proposed general fund changes: an increase of $172,935.21 that raises the fund-balance appropriation to $460,063 and takes total revenues and expenses to about $17.8 million. On the expense side, adjustments included $25,408 added to the executive assistant/HR line, $59,042 in police salary/benefits related to communications officer pay, $14,141 for a PowerDMS accreditation-management contract, $24,343 to add a city mechanic, and a $50,000 transfer out to capital projects.
Council discussed several larger operating adjustments, including increased legal-services spending and a prior-year snow-removal invoice that landed in FY2026. Nikki said the snow charge was a prior-year invoice the vendor mailed late and that finance will compare public-works tracking to invoicing to avoid future surprises. Council members also questioned boiler status at the recreation center; staff said one boiler is being replaced and another may need replacement later, and replacements would be considered for future budget amendments if necessary.
On the capital side, Nikki said the additional $50,000 transfer will help the city acquire a 330 excavator; that change brings the capital projects budget to $758,083. The council moved and seconded amendments and carried the changes in roll-call votes. In the final roll call on adopting all six ordinances as amended, the clerk recorded 'yes' votes from Councilwoman Johnson, Councilwoman Miller, Councilwoman Green and Councilwoman West and the mayor announced the motion carried.
The ordinances read by title included O-26-02-02 (general fund amendment), O-26-02-03 (special revenue fund amendment), O-26-02-04 (capital projects fund amendment), O-26-02-05 (construction capital projects fund amendment), O-26-02-06 (Port of Nome fund amendment) and O-26-02-07 (other capital projects). Staff said they will return with any additional contract or procurement details required to complete the equipment purchases and with updated comparative budget reports for council review.
