Ione council reviews Horseshoe Park vendor contract, approves City Hall bathroom accessibility remodel, denies private band permit

During public comment Becky Doherty, head librarian of the Ione Library District, requested Council approval to modify the City Hall bathroom so it is accessible to the public and complies with ADA standards. The minutes state the council discussed the matter later in the meeting and approved the remodel.
A resident asked for a permit to host a band at a private residence on May 16, 2026 as an exception to the nuisance ordinance. Because the applicant did not provide proof that the landlord and neighboring residents supported the request, the council denied the permit.
Council reviewed a draft vendor contract for Horseshoe Park and a letter from a nearby resident recommending operating standards to address public health, safety, sanitation and neighborhood compatibility. The resident’s recommendations included requiring proper licensing through the Umatilla Public Health Department, Fire Marshal approval for food truck operations, posted Food Handler permits, use of heavy covered trash receptacles, limitations on exterior lighting and signage, and limiting generator noise by using electrical service where available.
Under the draft contract the city would provide electricity, water, septic and trash services to participating vendors. Vendors must submit documentation to City Hall including proof of Umatilla Public Health licensing, Fire Marshal approval, a posted menu, Food Handler permits, city-approved signage, a Certificate of Liability and a Hold Harmless Agreement. The draft sets vendor operating hours at 6:00 a.m. to 9:00 p.m., including preparation and cleanup time.
The minutes record the council’s view that the draft contract addresses most of the concerns raised; no formal contract award was recorded in the minutes at this meeting.
