Pleasanton council adopts resolution finding mayoral pick unfit, tables appointment after debate

Mayor Mathew Young called the Pleasanton City Council to order on Jan. 20, and members quickly turned to a contested mayoral appointment after public remarks criticizing the process.
Ron Miller addressed the council to protest not being appointed, alleging bias in the selection process and asking for investigations into past city employees and council conduct. After Miller’s remarks, the council considered Resolution Number 470, described in meeting materials as “a resolution finding mayoral proposed appointment to council unfit or unqualified.” The council adopted Resolution 470 by voice vote.
Mayor Young said he would postpone the appointment until Councilmember Haynes joined the meeting; after Haynes arrived he nominated John Bowley to fill the vacancy. A motion to consent to the appointment received no second, and a separate motion to reject the appointment also died for lack of a second. Following extended discussion, Councilmember Stark moved and Haynes seconded a motion to table the appointment until the next meeting; that motion carried unanimously.
The actions recorded in the meeting minutes show the council both expressed concern about qualifications and elected to defer a final decision. The council did not vote to install a new member at this meeting and directed the matter be reconsidered at the next regular session.
The council’s adoption of Resolution 470 and the subsequent tabling of the appointment mean the vacancy will remain open until a future meeting when the nomination is again considered or a different candidate is put forward.
