The Mesilla Planning, Zoning and Historical Appropriateness Commission on Oct. 6 approved a homeowner addition at 2951 Glass Road, finding the project acceptable for a homeowner‑issued building permit and subject to New Mexico Construction Industries Division (CID) inspections.
CED Eddie Salazar summarized the request for PZHAC Case #062055 and said the lot is a legal nonconforming parcel in the RF zone (under the 5‑acre minimum). Thomas Maese, a representative of the New Mexico Construction Industries Division, told the commission homeowner‑drawn, simple plans can be accepted for a residential addition and CID will enforce building‑code compliance during inspections.
Applicant Enedina H. Vigil said he will perform the construction and described plans to convert the addition into a retirement office. Commissioner Rosemary Alvillar moved to approve the request and Commissioner Martha Mulvihill seconded; the commission approved the addition 4‑0.
The commission’s approval confirms the project may proceed with a homeowner building permit; CID review and inspections remain required to ensure the addition meets state building standards.
