Jacksonville council approves minutes, bills list and rezoning; appoints citizen and tables Cycle Oregon request

The Jacksonville City Council took several routine and substantive actions on Jan. 20, 2026. Councilors approved the Jan. 6 minutes, approved the bills list for Jan. 20, appointed Elizabeth Walton to the Committee for Citizen Involvement, and adopted Ordinance 2026-002 to amend the comprehensive plan map and zoning map for approximately 2.86 acres of city-owned land (tax lots listed by staff). The council also moved consideration of a Cycle Oregon large-event packet to the Feb. 3 meeting to allow organizers time to provide expanded neighbor notification and detailed logistics.
Minutes and bills: Councilor Reid moved to approve the Jan. 6 minutes; the motion was seconded and approved unanimously. Councilor Castellagio moved to approve the bills list for Jan. 20; the council voted by roll call and approved the bills list unanimously.
Appointment: On a motion by Councilor Gregg, seconded by Councilor Hellenthal, the council appointed Elizabeth Walton to the Committee for Citizen Involvement to meet the comprehensive plan's five-member minimum. Mayor Bowen welcomed Walton following the roll-call vote.
Ordinance adoption: The council held the second reading and adoption of Ordinance 2026-002, which amends the Jacksonville comprehensive plan map from cottage industrial to special protection and the zoning map from Artisan District (AR) to Special Protection (SP) for approximately 2.86 acres described as tax lots 1800, 1900, 2000 and 2100 on Map 372W32BB. Councilor Castellagio moved for adoption by title, seconded by Councilor Hellenthal; the ordinance passed on a unanimous roll-call vote.
Cycle Oregon referral: After a work-session presentation and questions about neighborhood outreach, parking and noise, the council voted to move formal action on the Cycle Oregon large-event packet to its Feb. 3 meeting so organizers could provide an updated neighbor notice, maps, hours and a named on-site contact.
