The Hartland-Lakeside J3 School District board voted to transfer $351,223 from the 2025–26 operating surplus to the district’s capital improvements fund, a move the director of business services said must be completed by July 30.
The Director of Business Services reported the district ended the fiscal year with approximately a $585,000 cash surplus but said that figure is affected by prior budgeted transfers and year-end timing. "We ended the year, with approximately a $585,000 surplus," the director said, and clarified about $235,000 represents surplus beyond amounts already budgeted for transfer.
At the finance committee meeting, the director outlined the drivers of the surplus, listing lower-than-budgeted spending on purchased services and supply-chain-driven shifts in technology purchases, reduced substitute costs, and insurance dividends as significant contributors. He said purchase services were roughly $134,000 under budget and highlighted a major technology procurement decision driven by price and supply constraints.
During the board meeting, the Chair asked for a motion to approve the time-sensitive transfer into Fund 46. A committee member moved to transfer $351,223 from the 2526 operating surplus to the capital improvements fund with the transfer complete by 07/30/2026; a vice-president-seconded the motion. When asked, a board member verbally responded "Aye," and the Chair declared the motion carried.
Board members emphasized that the remaining approximately $234,000 of unallocated surplus would be the subject of further discussion and that the finance committee will bring allocation options to the full board in coming weeks. The director said potential uses discussed included targeted staff compensation items such as longevity or role-specific bonuses, but that any distribution would be decided by the full board.
Next steps: the board authorized the July 30 transfer to Fund 46 and will schedule follow-up discussions on how to allocate the remaining surplus.
