Council approves Horrocks LLC design contract for portion of Thornton Road

Staff said the contract is cleanly scoped as a new agreement for the south portion of Thornton Road and follows a prior request-for-qualifications process conducted under Arizona Revised Statutes Chapter 34. The work complements an existing grant that funds the north and south 0.5-mile segments (excluding the railroad crossing), and staff said they will pursue additional grant funds to address a remaining mid-segment “pinch point.”
Council had no substantive questions. The resolution authorizes expenditure of public funds and execution of a contract or purchase order with Horrocks LLC; the motion passed on roll-call vote.
