Moore Haven approves project-by-project planning agreement with Jason Utley, AICP

The Moore Haven City Council approved an agreement Sept. 17 to retain planning services from Jason Utley, AICP, on a project-by-project basis.
City Manager Larry Tibbs told the Council Larue — the long-time local planner — had retired, creating a need for contract planning. Tibbs said Utley has experience in Southwest Florida, including projects in Clewiston and Fort Myers, and understands Moore Haven’s need for intermittent, project-based support.
City Attorney Steve Ramunni told the Council the agreed contract amount is below the statutory threshold for competitive solicitation and therefore an RFP is not required. Ramunni and Tibbs also discussed using Zoom to reduce travel costs and make remote participation feasible. Council member Craig Eighner moved to approve entering into an agreement with Jason Utley; Alisha Beck seconded and the motion carried.
The contract was described as project-based rather than full time; the Council did not set a term length or detailed fee schedule during the meeting. Staff will proceed with executing an agreement consistent with the Council’s direction.
