Board orders demolition for dilapidated 428 Palm Street

Jason Yates, code compliance officer, told the board the board originally issued an order for the property on 03/26/2026 and that certified mail and property posting were completed. Building official Steve Woodworth said the property had been before the board in 2023 for demolition but the city lacked a contractor then; now an approved demolition contract exists and the department asked the board to carry the order so the city may proceed.
Woodworth described the building as unchanged since 2023 and said the owner had acknowledged the city’s intent to remove the structure. A board member asked whether certified-mail contact was by phone or email and Woodworth confirmed a phone contact had been logged. A motion to proceed with demolition was made, seconded and carried.
The board’s vote allows staff to post the final order and pursue demolition under the city’s code; staff said the city would lien the property for demolition costs if the work is completed by the city.
