Burlington selectmen appoint finance director, set salary and approve $858,881 HVAC contract; mutual aid funding to Harwinton fails

The Burlington Board of Selectmen unanimously appointed Stuart Ngyuen as the town's Finance Director at its June 23, 2026 regular meeting. The motion to appoint Ngyuen was recorded as Plourde/Boucher and carried without objection.
The board also unanimously set the Finance Director's salary at $105,000 and set the employee insurance contribution at 20%, a separate motion recorded as Boucher/Woods-Owens.
In capital business, the board voted unanimously to authorize First Selectman Douglas Thompson to enter into contracts for HVAC renovations at the Central Fire Station for an amount not to exceed $858,881. The board recorded that the Board of Finance recommended allocating funds for that work from the Burlington Volunteer Fire Department Fund; the motion was recorded as Plourde/Boucher.
The board considered a motion to provide mutual aid to the Town of Harwinton to cover connectivity costs from Falcon Safety in the amount of $3,740. The vote split: First Selectman Douglas Thompson and Selectman Woods-Owens voted yes; Selectmen Plourde and Boucher voted no, and the motion did not pass. The motion was recorded as Woods-Owens/Plourde.
Earlier in the meeting the board accepted the June 9, 2026 meeting minutes unanimously (Plourde/Boucher) and accepted the June 23, 2026 minutes with one abstention from Selectman Woods-Owens (Boucher/Plourde). The board also accepted, with regret, the resignation of Devin Yudelson as Assistant Fire Marshal (Plourde/Woods-Owens).
Selectman Plourde and First Selectman Thompson used the selectmen's report to thank first responders for their work during the July 4 storm and to acknowledge events organized by the America 250 Committee. The meeting adjourned at 7:45 p.m.
