Commissioner Perrine pulled the item for explanation; City Manager (Mr. Cowper) told the commission the lot came to the city via a tax process (owner did not redeem a tax certificate) and has been idle since about 2017. An earlier appraisal had mistakenly valued the parcel as a buildable lot at about $50,000; a corrected appraisal put the value at $5,800. "The Lewes have offered us $7,500, which is a little bit more," the manager said, and staff recommended the sale to remove a liability from the city ledger and return the parcel to productive use.
Commissioners asked staff clarifying questions about ownership history; the manager confirmed the current offer was for the adjacent owner to take the lot for an amount slightly above the corrected appraisal. The motion to approve the purchase and sale agreement was moved, seconded and approved unanimously on roll call.
