Noma council backs $292,245 repaving award pending state certification; sewer project and water well updates given

Noma, Fla. — At its Dec. 1 meeting, the Noma Town Council moved to award a CDBG-NR repaving contract to Anderson Columbia Company, Inc. for $292,245, subject to Florida Commerce certification.
Southern Engineering Solutions conducted a public bid opening on Nov. 21 and recommended Anderson Columbia as the lowest responsive bidder from three proposals. The council adopted Resolution 2026-04 to award the contract; the award is contingent on the pending certification from Florida Commerce.
Council members and staff also reviewed other grant-funded infrastructure work. The Clerk reported that the CDBG-DR sewer project’s major construction phase is complete, that recent invoice payments were included for approval, and that funds have been received from Florida Commerce and the U.S. Department of Agriculture. A change order is pending to add elements needed to satisfy a Florida Department of Environmental Protection (FDEP) consent order.
In addition, the USDA ECWAG water well project is nearly complete; staff said only minor fence repairs and final water-quality testing remain before the well can be returned to service.
Separately, the Town received one response to a request for qualifications for continuing engineering services and the council authorized negotiations with Southern Engineering Solutions under CCNA procurement rules.
