Noma reports CDBG-DR sewer nearly complete, fire grants to fund SCBA and rescue tools

At the Oct. 6 Noma Town Council meeting, Town Clerk Ben Tew reported that construction on the town’s CDBG-DR sewer project is nearly complete, with remaining plant and lift-station improvements expected within about a month before project close-out.
Clerk Tew said the CDBG-NR repaving plan and specifications received state approval and the council authorized advertising for construction bids. He also noted MSCOP side-street paving cannot proceed to design until CCNA certification is obtained.
On public-safety funding, Tew reported State Fire Marshal grants (FEAGP) awarded to the town: $37,612 to buy self-contained breathing apparatus (SCBA) and $31,805 for rescue tools (listed in the minutes as “Jaws of Life™”), with state documentation and inspection in progress. A previously awarded $5,000 Holmes County Sheriff’s Office grant was used to purchase a second AED for the Town Hall/Community Center (cabinet cost $446).
Financial and utility-billing details included end-of-September balances of $54,396 in the General Fund and $60,512 in the Water-Sewer Fund, and a year-to-date net FY2025 balance reported as negative $12,302. Utility collections for the month included $5,765 (cash $815; checks $3,035; cards $1,915), with final warnings and a small number of disconnections and reconnections reported.
The clerk also reported issues with FMIT’s online billing portal and requested approval to remit the first quarterly premium by check; he noted the town must maintain $75,000 AD&D coverage for volunteer firefighters, with an annual premium listed at $250 and a more detailed asset/premium breakdown pending from FMIT.
