Noma Town Council approves election ordinance on first reading, OKs handbook changes and procurement actions

At its Oct. 6, 2025 meeting in Noma, the Noma Town Council approved Ordinance 2026-01 on first reading, moved forward several employee-handbook provisions and authorized procurement steps for engineering and repaving work.
The council unanimously approved on first reading Ordinance 2026-01, which sets consistent March elections in even-numbered years, establishes staggered four-year terms (seats 1, 3 and 5 to run in March 2026; seats 2 and 4 in March 2028) and sets February qualifying. Councilmember Josephine Curry moved approval and Vice Mayor Coy Mixon seconded; the motion carried.
Council also authorized advertising a qualifications-based RFQ for continuing professional engineering services to cover utilities, roads, drainage and parks (motion by Josephine Curry; second by Daniel Arrant) and voted to advertise for construction bids tied to the state-approved CDBG-NR repaving plan (motion by Coy Mixon; second Josephine Curry). Both measures passed by unanimous consent.
On personnel matters, the council considered Section 3 ("Employee Benefits") of an updated employee handbook. The council adopted the Holiday Schedule (subsection 3.1) on a motion by Coy Mixon, seconded by Daniel Arrant, and adopted the Paid Leave Policy (3.2) on a motion by Daniel Arrant, seconded by Josephine Curry. Recorded votes on other subsections were entered as Yes—Daniel Arrant, Josephine Curry and Mayor Litermin Joseph; No—Coy Mixon for subsections 3.3–3.6 and again recorded similarly for 3.7–3.11. Daniel Arrant arrived during the handbook item at approximately 6:18 PM.
The council approved routine business including the agenda, previous meeting minutes (Sept. 2; Sept. 8 TRIM & Budget Hearing; Sept. 22 TRIM & Budget Hearing) and the bills to be paid; those motions were passed by unanimous consent. Council also voted to issue a town credit card to Maintenance Worker Christopher Jones with a $500 limit (motion by Coy Mixon; second by Daniel Arrant), which passed unanimously.
The meeting adjourned at 7:25 PM. Mayor Litermin Joseph presided.
