Resident says interim signal at Jumpers Hole Road produced net-zero safety gain; asks council help with HOA approvals

Paul Higgins of Pasadena addressed the council during public comment on July 20 about Jumpers Hole Road and an interim traffic signal. Higgins said communications with traffic engineering had been positive and that adjustments were made to the interim signal, but that the changes produced "a net 0 gain," and in one measure made the situation slightly worse.
Higgins told the council the interagency study and traffic engineering concluded connectors between the community and the controlled intersection are required for safety improvement and asked the council to find a way to secure homeowner-association approvals in Districts 2 and 3. He said that if connectors cannot be approved, the interim signal should be removed because the community is essentially receiving a signal paid for by county taxpayers without beneficial outcomes.
Higgins said he had sent a letter showing a net Vision Zero impact and urged council action or direction to staff.
