Noma council approves routine measures, adopts road-abandonment resolution

The Noma Town Council unanimously approved a series of routine motions at its Sept. 2, 2025 meeting and adopted Resolution 2025-05 abandoning unopened alleys in Blocks W and X and Williams Street.
The council voted to approve the meeting agenda, the Aug. 4, 2025 regular meeting minutes and payment of bills. Daniel Arrant moved to approve the agenda and the minutes; Betty Forthman seconded those motions. The council also approved payment of bills on a motion from Arrant with a second from Coy Mixon.
Council directed the Town Clerk to prepare a new town employee handbook and draft a drug-free workplace policy. Arrant moved that the Clerk draft the policy and include the Clerk and Maintenance Worker job descriptions in a handbook; Coy Mixon seconded and the motion passed unanimously.
On land-use action, Betty Forthman moved to adopt Resolution 2025-05 abandoning specified unopened alleys and Williams Street; Josephine Curry seconded. Council Member Daniel Arrant recused from that discussion and vote. The resolution was adopted with the remaining members voting in favor.
Other motions approved by the council included granting Holmes County 4‑H monthly, no-fee use of the Community Center; directing the Clerk to send a formal letter to the Property Appraiser to correct miscoded parcel classifications; and approving the FMIT insurance renewal and first installment payment after discussion of a premium increase. Coy Mixon’s motion to approve a $74.51 reimbursement to maintenance staff Christopher Jones for fuel receipts was also approved.
The meeting record shows these motions passed by recorded phrasing ‘‘all in favor’’; individual roll-call tallies were not listed in the minutes except where a member recused. The council directed Town Clerk Ben Tew to prepare an ordinance establishing the 2026 election schedule for consideration at the October meeting. No votes were taken on the FY2026 budget draft during the session.
