Ordinance 06-2026 (amend Chapter 11.41; newly annexed land >5 acres to join NCA) — Passed after public hearing to require most newly annexed parcels larger than five acres to come under the New Community Authority; staff said this directs new development to fund related infrastructure.
Ordinance 07-2026 (amend Chapter 11.65; PD district and housing/unit bank framework) — Passed. The ordinance creates a process for the city to approve transfers of residential units within the PD and opens a path to negotiate conversion mechanics, sunsets and compensation.
Resolution 2026-35 (Leafy Dell Road & Pershing Ave paving project) — Approved. Staff reported the low bid from Lowell General Contracting at approximately $177,000 and recommended award;
Resolution 2026-36 (advertise for bids for wastewater treatment plant expansion) — Approved. Staff and consultants said advertising for construction bids is the next step to establish construction costs and avoid an immediate loan payment.
Introductions (no final vote tonight): Ordinance 08-2026 (annexation of ~99.4 acres), Ordinance 09-2026 (rezoning ~99.4 acres), Ordinance 10-2026 (add ~9 acres to Community Reinvestment Area No. 4) were introduced for second hearing and vote on August 4, 2026.
Personnel and community items: the council swore in a promoted officer (Officer Hargrace) as sergeant; outgoing school superintendent Bill Wagner introduced incoming superintendent Dr. Luke Kramer; about a dozen Buckeye Boys and Girls State participants were recognized. The city reported $1,194,769.50 in proceeds from the municipal building sale currently held in a sweep account.
