City staff presented engineering findings recommending an all-way stop at the Madison Street and Massachusetts Avenue intersection after residents complained of high traffic volumes, speed and vehicle-pedestrian conflicts.
The staff engineer (introduced as Mr. Eichenmiller, speaker 9) said the engineering report showed three of five MUTCD warrants exceeded (including crash history and 8‑hour vehicle/pedestrian volumes) and recommended installation of an all-way stop; the report noted Ritchie Elementary is about 1,000 feet from the intersection.
Council members raised operational questions: whether the existing left-turn lane would be retained, whether a signal might be a better long-term solution at the corridor, and whether pedestrian crosswalks should be added at nearby streets. Staff answered that the left-turn lane could remain per the review but the intersection'—s operational effects will have to be monitored after installation; staff also said warrant-based signalization and later adjustments could be considered if needed.
A councilmember moved and seconded approval. Members expressed support given the crash-data justification and asked staff to monitor possible queueing or detours to adjacent streets once the new configuration is in place. The council voted to install the all-way stop and directed staff to review lane configuration and potential signalization or pedestrian improvements as follow-up.
