Indian Hills mayor declares emergency after Jan. storm, shifts remaining snow-removal work to new contractors

Mayor Chip Hancock said he will sign a Declaration of Emergency for the Jan. 5 snow-and-ice event and that he has transferred the remainder of the city’s snow-and-ice removal contract through May 2025 to Minor & Company Snow Removal, notifying the prior contractor, Steepleton, in writing.
Hancock told the council that, because of performance issues by Steepleton during the storm and in the interest of public safety, the city sought immediate snow-and-ice removal services from Bisig Concrete Company, Minor & Company, Paul Costel Landscaping and David Garrett under emergency circumstances. "Mayor Hancock has decided to let the remainder of the term (through May 2025) of the current snow/ice removal contract to Minor and has given written notice to Steepleton of this decision," the minutes state.
Chief Kelly Spratt and council members thanked Hancock for coordinating response efforts during the difficult week. Attorney Finn Cato said the city will still need to put the 2025–2026 snow/ice removal contract out to bid later this year: "we will need to bid out the 2025/2026 snow/ice removal contract later this year," Cato told the council.
The mayor also said he would meet with a representative from Minor & Company for a drive-through of the city the following morning to review streets and operations.
