Heritage Pines CDD approves stump grind at Heritage Point property and outlines wetland cleanup plan

Resident Tom Martin asked about plans for Rolling Hills Loop and reported a dead tree at 18906 Rolling Hills Loop that has been there “two or three years” and is an eyesore. Resident Don Brothers said a tree behind 11453 Heritage Point Drive is an invasive species, was significantly damaged by recent hurricanes and has a debris pile a previous owner left on CDD land. Supervisor Stephen Putman inspected and photographed the area and described the tree as a hazard that could fall on nearby homes in a storm.
Ms. Lonergan read the Environmental Solutions scope for NWRA-33, describing targeted removal and disposal of dead or dying bushes and branches, attempts to kill back vines by cutting at the water level and selective herbicide use, and hand-pulling weeds where slopes prevent mowing. The statement presented to the board said crews “will not be able to eliminate the vines because they are up in the canopy, but we will be able to knock them back meaningfully.”
District Manager Chuck Adams contrasted that approach with A-Z Tree Service’s methods, saying Environmental Solutions uses more handwork and selective treatment while A-Z would use a forestry mulcher that grinds everything. After discussion of three A-Z estimates, on motion by Supervisor Michael Walsh, seconded by Supervisor Stephen Putman, the board unanimously approved A-Z Tree Service, LLC’s estimate to “Remove with Stump Grind” behind 11453 Heritage Point Drive in the amount of $600.
Mr. Adams said staff will obtain quotes to repair a damaged cover reported by a resident and will bring that item back to a future meeting.
What happens next: the district engineer will inspect the specific tree locations identified by residents, Environmental Solutions will proceed with the amended scope inside NWRA-33 where authorized, and A-Z Tree Service is authorized to perform the stump-grind work behind 11453 Heritage Point Drive.
