Emmet County Board approves claims, adopts employee firearms policy and accepts GASB 75; court orders Red Rock CUP (appeal pending)

The Emmet County Board of Supervisors met July 14, 2026, in the Board Room of the county courthouse and unanimously approved routine and substantive items including vendor claims, a personnel firearms policy change, and financial reporting for the fiscal year that ended June 30.

Chair Lisa Hansen presided over the meeting with Supervisors Todd Glasnapp and, by Zoom, Jeff Quastad and Tim Schumacher present. The board approved the June 30, 2026 minutes and the meeting agenda at the start of the session.

The board voted to approve July vendor claims and payroll-related payments after the clerk presented itemized line items. The vendor register included several large expenditures, among them a $65,550 payment to Christensen Construction Company, $62,124.31 to B & W Control Specialists for row spraying, $42,989.47 in diesel purchases from Pro Cooperative, and a software maintenance charge of $17,210.70. The clerk reported a vendor total of $330,408.27 and total gross payroll of $557,040.90 for the period presented; the motions to approve claims passed unanimously.

Melanie Summers Bauler, an Emmet County staff member, told the board the court issued a ruling on the Red Rock Settlement Agreement directing Emmet County to issue a Conditional Use Permit to Red Rock. Summers Bauler noted an appeal period follows the ruling; no final local administrative action was reported beyond the announcement.

On personnel policy, Summers Bauler presented a drafted update to the county personnel policy to address employee firearms. She requested the auditor forward the draft to the law firm Ahlers & Cooney for review. Ahlers & Cooney attorney Jeffrey Edgar "offered opinion" during the meeting and concurred with Summers Bauler’s draft regarding adding authority on additional weapons; the board voted to include the new firearms policy language for county employees (motion carried, unanimous vote).

The board accepted the Governmental Accounting Standards Board Statement No. 75 (GASB 75) reporting for the fiscal year ended June 30, 2026; the acceptance was recorded by motion and approved unanimously.

The board approved several local event and intergovernmental items: a request from the Sweet Corn Days Planning Committee to use the courthouse square and A17 bridge access on Aug. 1 was granted, and the board voted to enter the FY27 Regional Transit Authority (RIDES) 28E agreement to continue county participation in the regional transit arrangement.

Clerk/auditor reports included routine departmental updates: the Veteran’s Affairs quarterly report and the treasurer’s semi-annual report were received. The clerk also reported that a community development grant awarded to the City of Ringsted for the Ringsted Library will trigger the previously approved LOSST fund match by the county. Supervisors noted community events including Danish Days in Ringsted on Aug. 8 and a Tiny Treasures Daycare invite for Aug. 30.

The meeting record shows the board reviewed new manure management plans and facility identification numbers from local livestock operators. The board adjourned at 9:40 a.m.

Votes at a glance: Approvals recorded at the meeting were carried unanimously (all ayes) on motions to approve minutes and agenda; approve July vendor and drainage claims (including a joint drainage claim of $961.25 to Beck Engineering); include the new employee firearms policy in the personnel manual; accept GASB 75 for FYE June 30, 2026; approve Sweet Corn Days courthouse-square use; enter the FY27 RIDES 28E agreement; and adjourn the meeting.

Next scheduled meeting items: the Emmet County Board of Adjustment is set for Tuesday, July 21, at 6:00 p.m.; the court-ordered Conditional Use Permit for Red Rock remains subject to the appeal period reported at the July 14 meeting.
