Chris Caldwell, representing the county budget office, said the monthly report Jay cited compares actuals to prior-year collections and does not equate to unallocated budget cushion. Caldwell explained that budgeting for FY27 had already included conservative assumptions for property and sales taxes and that continuing growth must be verified before altering long-term budget decisions.
Commissioner Fox asked why the mayor's proposed budget had not included the proposed cut if funds were available; Jay replied the commission had delayed the earlier proposal and that had left it out of the mayor's submission. Commissioners agreed the issue merited further fiscal analysis and asked for more detailed capital-plan and revenue documentation prior to any vote.
Next steps: staff will circulate capital-plan detail and revenue analyses; the proposal was flagged for continued consideration in the coming meeting cycle.
