Committee forwards mobile-home code changes, accepts $10,000 grant and authorizes property sales after executive session

On proposed code amendments for mobile-home parks, Anne Krieg, the community economic director, told the committee the change would "make the requirements for mobile home parks the same," addressing earlier rules that had left parks built after 1971 nonconforming on dimensional controls such as setbacks and roadway width. The committee accepted staff’s recommendation and members moved and seconded to forward the amendments to full council for consideration.
Krieg also said the city applied for and will receive a state municipal-ordinance development grant related to housing, explaining the state provides funds to cover staff time for ordinance changes tied to LD 2003. "So the city is gonna receive, $10,000, to cover that time," she said; the committee moved to accept the funds with no objections.
After a closed executive session for acquisition of real property and economic-development matters, the committee returned to open session and considered several motions. A speaker who had been introduced as Grace (assistant city solicitor) moved to authorize the city manager or a designee to proceed with lease actions for GE; the motion was seconded and the chair indicated it would move forward unless doubted.
Grace then moved to empower the city manager or designate to sell the property at 45 Allen Street to Todd Latleep for $50,000; the motion was seconded and the chair stated it would pass "unless doubted." She also moved to authorize sale of 117 4th Street to Shannon D. Collon Smith for $7,200; that motion was seconded by Anne Krieg and similarly indicated to have passage.
