Norwalk WPCA reports progress on consent order projects; approves contractor support amendment for Beacon Street work

Miss Faceli, speaking for WPCA staff, summarized the city’s annual progress under the 2022 consent order and outlined current and upcoming construction projects.
She said the city has advanced major collection-system work: roughly 70,000 feet of pipelining, about 39,000 vertical feet of manhole rehabilitation and more than 1,200 lateral connections have been grouted to date. The catchment disconnection program’s basis of design was completed in May 2024; several disconnections have occurred and five more are planned under the Bestwood Road projects scheduled to be bid by the end of 2026.
Miss Faceli described capital projects in design and construction. The wastewater treatment plant final settling tank upgrade is at 60% design by Arcadis; staff plan a value-engineering workshop with Wright-Pierce, WPCA, Veolia and Arcadis pending written approval from DEEP. "We have been verbally told that the approval letter is being signed, but we haven't received it yet," she said.
On street-level work, she reported that the Beacon Street sanitary sewer replacement contractor installed a temporary bypass and began night work July 12 to install a new manhole and partially replace a 15-inch main with a 24-inch PVC main. Unidentified utility conflicts required a switch back to daytime closures; staff expect the East Avenue phase to finish within about two weeks and the overall project to continue through October.
To cover additional on-site management and administration after staff changes, the board packet included Task Order 8, Amendment 4 for Brown and Caldwell for $177,000 to continue construction services. Miss Faceli said Brown and Caldwell stepped up to provide daily on-site management not previously in their task order because of project staff turnover.
Other infrastructure notes: WPCA continues coordination with DPW and consultant Tighe & Bond on Betswood Road and Barber Drive drainage and sewer separation; Killer Brook pump station remains on temporary bypass while WPCA and the city work with FEMA and insurers on 08/18/2024 storm claim; force main work related to the Walk Bridge is expected next year after bridge alignment is finished.
Because the commission lacked a quorum, staff updates and contract amendments were discussed but no binding approval occurred at the meeting. The WPCA will continue project coordination and await written DEEP approvals where required.
