Public works updates on repaving; planning staff flags townhouse‑district density problems

Public works reported completion of a repaving cycle and follow-up shoulder and guardrail repairs; staff said some paving fixes were required due to contractor and public behavior (residents driving through wet asphalt) and that shoulder work is underway.

Council members raised concerns about the pace and timing of large capital expenditures, asking for advance notices so councilors can field public inquiries and avoid concentrating major spending late in the fiscal year. Staff said projects were prioritized based on superintendent assessments (use, infrastructure health and repair urgency) and that some streets were deferred to avoid rework where larger projects are pending.

Planning staff and the city attorney briefed council on density and nonconforming-lot issues in the townhouse district. They said certain parcels that were consolidated after Hurricane Michael now face legal limits under current density rules; reverting condensed parcels to prior configurations may require replats and comp‑plan or LDR changes. Staff will draft options (moving density language into the LDR or adjusting townhouse-district density) and present them to P&Z for public hearings prior to any ordinance changes.
