The Lawrence County Board of Commissioners on July 21 entered three written notices into the public record that county staff received from state permit applicants and consultants.
Chair (speaker 2) told the board the first letter came from Elwood Remelt Steel (packet spelling) notifying the county that the company intends to file a plan-approval application with the Pennsylvania Department of Environmental Protection’s Northwest regional office for a new air-emissions source described as a VIM shop dust collector in Newcastle. "The law requires that the county be notified of this application," the Chair said.
A second notice, from CSC Environmental Health & Safety on behalf of Lindy Paving Inc., advises the county that Lindy will submit paperwork to renew its existing air-quality permit for its asphalt plant at 4877 West State Street in Mahoning Township. The Chair said the consultant also provided the notice to the county planning commission and Mahoning Township officials.
The third communication, from Keller Engineers on behalf of Gibson Dale Nova 1 and 2 LLC (identified as subsidiaries of Sunshare Community Solar), describes a proposed ground-mounted solar generation facility sited in Slippery Rock Township. The packet lists the project as a 4.0-megawatt facility on roughly 140 leased acres at 2752 Frewmill Road (State Route 1012), configured as two arrays across three agricultural fields. The Chair said the developer provided a map showing the location.
No county action was taken on the notices; the Chair said the county’s responsibility at this stage is to record the submissions and, where applicable, forward them to relevant local planning bodies. The board did not vote on any permits during the meeting.
