Staff explained the approach: rather than selling cans to customers (which could create sales-tax and ownership complications), the city will implement a maintenance/rental‑style fee that covers supply, wheel repairs and replacements. Delivery of automated cans is expected in November (staff said roughly by Thanksgiving), and council asked staff to accelerate forthcoming ordinance language that addresses multi‑unit rentals and extra‑can charges so property owners can plan. Staff underscored that part of the increase is a maintenance charge rather than a one‑time sale.
Council members stressed the need for notice to property owners, especially multi‑property investors, and asked staff to use the monthly bill and other channels to publicize senior discount eligibility and rental rules. The ordinance proceeds to its second reading and additional drafting to include rental-specific language and extra-pickup fees.
