Emily Thomas of Anchor Engineering said staff received seven bids and recommended awarding the mainline construction to Mainline after a completeness review. Council members raised questions about the cost and scope; staff noted unspent infrastructure surtax funds (approximately $1.5 million) allocated for roads, stormwater and related work and said the 4th Street job was identified among top priority projects.
Councilors discussed the scale of work and the rationale for moving forward now rather than await grant funding. A motion to award the project passed on roll call. Staff will prepare the award package and begin bid or contract finalization steps so construction can start.
