New Castle board approves $87,000 change order after masonry deterioration found on Main Street

A staff member told the New Castle board that concealed deterioration was discovered in the masonry at the north and west walls of Building 1 (listed in the meeting as 1114 Bridal) during ongoing restoration work, and requested a change order to cover the additional work.
"This exceeds the original project scope and requires additional stabilization and weatherproofing," the staff member said, reporting the requested change order amount as $87,000. The staff member said the discovery could not have been identified until construction began and that the issue affects only Building 1; staff noted contingencies built into the project and that property owners contributed contingency funds.
An inspector or project specialist described additional work on parapet areas and the need to remove deteriorated terracotta tiles and rebuild treated wood capping in several spots, saying crews had to take off additional layers that were too deteriorated to tuckpoint. The board moved to approve the change order and voted 3 to 0 in favor.
Staff said they do not anticipate further large discoveries but flagged Building 5 as an area that may require additional work once masonry is exposed. The board's approval authorizes immediate work on Building 1 under the revised scope.
