City staff presented an application to annex a parcel along Locust Road and a portion of the Locust Road right-of-way, saying the combined property meets state contiguity requirements.
Mr. Reese said the annexation covers about 4.2 acres and includes parcel number 37672240062 plus the right-of-way to meet the contiguity test. He said including part of the road corrects a longstanding partial-annexation issue dating to 1962 and makes the parcel eligible under state rules. The applicant requested an R-2 (low-density) zoning designation, which staff said is consistent with existing zoning along Locust.
Staff told council the plan is to bring a resolution to council on Aug. 4 to set an official hearing for Sept. 15, with a second-reading scheduled for Oct. 6. Council members asked clarifying questions about neighboring ownership and parcel configuration; the public did not speak on the item at the work session.
Next steps: staff will return with the annexation resolution and the draft plat. No formal action was taken at the work session.
