Deputy Witt asked the Montrose City Council to authorize applying for the Victim Assistance Law Enforcement (VAIL) grant and requested $61,104 for the city's victim-services program.
Chantelle Bainbridge of the police department told the council the department's victim-services program operates seven days a week, responds to on-scene incidents and offers crisis intervention, follow-up support, financial-assistance referrals and protection-order information. Bainbridge said the city funds two victim-advocate positions, splitting each position's cost between VAIL funds and VOCA funds; she said the VAIL grant is annual and VOCA is on a two-year cycle. Bainbridge said staff requested an increase of about $5,900 over last year based on a market-analysis adjustment.
Deputy Witt said the city has applied for and received the VAIL grant for more than 20 years and that the VAIL board uses locally generated criminal-court funds to support victim advocates and related services. Council members asked no substantive questions during the work session and the presentation concluded with an opportunity for public comment, during which none was offered.
Next steps: staff requested authorization to apply. Council did not take a formal vote during the work session; any formal approval would need to appear on a future agenda.
