Coos County commissioners approve routine hires, vendor payments and a juvenile detention bed agreement

The Coos County Board of Commissioners on Tuesday approved routine spending, personnel appointments and an intergovernmental agreement to secure juvenile detention capacity.
A staff presenter identified in the meeting as Dr. Lynch asked the board to pay an Indeed invoice for recruitment advertising after staff said the county had about a dozen open positions; a commissioner moved to approve payment of invoice US2605233157 in the amount of $12,585.95, the motion was seconded and approved after discussion about whether such advertising that may exceed $10,000 should be preapproved.
Finance staff presented a voucher to pay Coos Forest Protective Association invoice #250708 for the FY 26-27 fire patrol assessment. The forestry portion was listed at $98,440.82, with smaller prorated amounts assigned to parks, solid waste, the land agent and roads. The board authorized payment and signing of the voucher.
The board also approved personnel actions brought by public works and parks staff. Paul, a public-works presenter, recommended hiring Alan Lively as crusher operator at step 5 after several months working out of class; the board approved the hire. The board likewise approved hiring Gus Mortimer as fleet-service supervisor (fleet service 5) at step 5 following a presentation on his 13 years of service and interim supervision.
Mike, a county director, asked the board to approve a one-year intergovernmental agreement (IGA) with Douglas County to provide juvenile detention bed rental at the same cost as the prior year: $154,000. Commissioners approved the IGA and authorized the chair to sign. Mike said Douglas County had been flexible and helpful and noted staff will continue discussing a possible future work-crew program with Douglas County and the courts that would be funded through contracts with minimal cost to Coos County.
Other routine items approved included designation of the Coquille Valley Sentinel as the newspaper of general circulation for the county's annual foreclosure-list publication per ORS 312.040, and the board's election to receive timber receipts for O&C lands with the treasurer authorized as agent to sign necessary documents. The consent calendar was approved near the end of the meeting.
