Board reviews Eastern Park flooding after heavy June rains; staff says developer submitted revised design

Superintendent and public works staff told the town board they responded to significant localized flooding in Eastern Park's future phases after heavy June rainfall and a June 22 10-year flood event.
Staff member (S6) said a homeowner's pool flooded on July 11 and contractors built a berm that was later bypassed during another heavy rain. "This is Tanglewood with about, 21 inches of water at the deepest part," S6 said, describing the site conditions. S6 said ATG and contractor Egoff Coates were on site within an hour to clear inlets and open drains. "They constructed that and dug out this pond," the staff member said, adding that the temporary measures prevented property damage that staff learned of.
S6 told the board the town issued two notices of violation and has requested a permanent, engineered solution from the developer. The staff member said the developer has submitted one design, staff provided comments, and the developer submitted another design the day of the meeting for staff review. S6 said the developer also began building a long storm sewer through the phase to which future phases will tie and that the town authorized the developer to start that work so downstream connections can be made.
Clerk (S3) pressed staff on why some construction occurred before staff had incorporated comments and whether a fatal-flaw analysis had been performed. S3 noted changing storm patterns and said prior analyses done when the subdivision was initially approved might not reflect current conditions. "It would behoove them to really get on top of it," S3 said, urging staff and the developer to consider more rigorous checks in light of more frequent extreme events.
Staff described a related infrastructure concern in Duneland Cove Phase 5 at 200 Ironwood Court where a sinkhole opened when a football hit the ground. S6 said inspection revealed an old manhole tied to an abandoned storm sewer had not been properly abandoned and that Sand Creek had been entering the pipe. Vic Roberts's crew hydro-excavated the line the next day and staff said the town and contractor will televise, clean and then fill the line with flowable fill once conditions allow.
Board members asked staff to keep pressing the developer for an engineered, permanent fix and to bring cost estimates and scopes for the town's prioritized maintenance projects back to the board. Staff also said they are compiling a list of seven priority maintenance projects and will scope and estimate costs before presenting funding options.
The board did not take a formal vote on the Eastern Park designs at the meeting; staff said it will review the newly submitted design and return with recommendations and cost estimates.
