The Village of Menands on July 20 read proposed Local Law No. 6 of 2026, which would amend chapter 169 of the village zoning code to reclassify four specific tax parcels from R-1 (single-family residential) to Land Conservation (LC) and to add private or public golf courses, driving ranges and country clubs as permitted uses in the LC district.
A staff member (S4) read the text of the proposed local law, citing parcel identifiers (tax parcel numbers 54.220-1-1.22; 54.20-1-2; 54.20-1-3; 54.20-1-1.23) and describing severability and an immediate effective date on filing with the state. The reading explained that the zoning-text amendment would add a new permitted-use paragraph to list golf-related facilities as community uses within the Land Conservation District.
Board members discussed process and timing. The clerk (S3) confirmed that the board will set a public hearing for the amendment and that materials will need to be routed to the county planning board for review as part of required intergovernmental referrals. No final vote on the zoning change occurred at the July 20 meeting; the board agreed to hold the public hearing on Aug. 3, 2026, to allow for public comment and additional review.
Next steps: staff will post the public hearing notice, circulate the proposed local law and exhibit map to the county planning board per referral requirements, and present any public comments and staff recommendations at the August 3 hearing.
