Tamara Butcher and Karen MacMillan told the Board of Selectmen on July 13 that the community-run Honoring Springfield Veterans "Hometown Hero Banners" effort has received five applications and $1,205 in donations, including $705 raised at a recent bake sale. They asked the town to accept funds on the program's behalf.
Selectman Don Hill said the Board is supportive but requested that the organizers return with a written layout explaining how the banner program would operate and with specifics on how any excess funds would be held or redirected if the campaign ends. "We will need to write up the scenario of the trust fund with details as to how the monies will be used or redirected," Hill said.
Butcher asked whether eliminating Thursday evening town-office hours would save taxpayers money; Hill replied there would be no savings because the affected employee is salaried and that there are no benefits paid in the clerk’s office. Butcher said she and other residents were surprised by that information and wanted it recorded in the minutes.
The Selectmen asked the organizers to return with the requested program layout and a financial plan; the Board did not formally accept the monies at the meeting and said it would review the proposed trust-fund language before taking a final vote.
