Kure Beach council holds closed session for evaluations and consults town attorney; no public action taken

The Kure Beach Town Council met in a special session on Monday, June 15, 2026, at 12:00 p.m. and unanimously voted to enter a closed session to conduct department evaluations and consult with the town attorney under North Carolina law.

Mayor Allen Oliver called the meeting to order and confirmed a quorum. The council said it was convening the closed session under N.C.G.S. 143-318.11(a)(6) for department evaluations and N.C.G.S. 143-318.11(a)(3) for attorney-client consultation.

Mayor Pro Tem David Heglar moved to go into closed session for those reasons; Commissioner Byron Ashbridge seconded the motion, and the vote was unanimous. Commissioner Connie Mearkle and Commissioner Mark Dirks were recorded as present; Dirks participated via conference call. Town Clerk Beth Chase and Town Attorney Eldridge were also present.

At 3:45 p.m., Heglar moved to return the council to open session; Ashbridge seconded and the motion again passed unanimously. Town Attorney Eldridge informed the council that "no actions were taken, no votes were taken in Closed Session."

After returning to open session the council immediately moved to adjourn. Heglar moved to adjourn at 3:45 p.m.; Ashbridge seconded and the motion passed unanimously. The minutes were attested by Town Clerk Beth Chase and Mayor Allen Oliver. The meeting minutes note that a recording of the session is available on the town's website under Government > Council.

Because the substantive business occurred in closed session, there are no public decisions or votes to report from the discussion itself. The council’s formal actions on the public record were the motions to enter and exit closed session and to adjourn.
