Council weighs repurposing lead-service-line funds, seeks engineering oversight on Highway utility replacement

Director of City Services Dan Squires told the council the city's ITD-funded highway utility replacement project came in below the engineer’s estimate. He said the city will work with the Idaho Department of Environmental Quality (DEQ) to determine whether a half‑million‑dollar principal‑forgiveness loan tied to lead service line replacement could be moved to other infrastructure projects if allowable. Squires recommended holding preconstruction meetings with ITD and utility contractors to coordinate trenching constraints, shared pipe trenches and sequencing, and suggested using remaining study funds for design work and GIS mapping of water and sewer systems.
The council discussed curb and gutter replacement, the possible use of cured-in-place pipe (CIPP) for targeted wastewater collection repairs, and the need for engineering oversight and as-built surveys prior to construction. Squires will bring proposed engineering oversight and cost estimates to the council for approval before work begins.
