They asked the city to help develop a plan and funding strategy that addresses federal and state permitting requirements — specifically Army Corps of Engineers, the Idaho Department of Water Resources and the Idaho Department of Lands — and to coordinate with county officials on gravel needs. The group also agreed to identify sponsors and to provide annual reports to the council on progress, including any permit applications and construction plans.
Council members expressed support for the initiative, suggested the city remain involved for coordination, and noted the municipality’s existing kayaks and paddleboards could be made available to support the project. The council encouraged GOAL to continue fundraising and complete required permit work before construction.
