Sedan council approves $95,105.17 in bills, adopts SOP, approves bench purchase and sewer reductions

At its March 17, 2026 meeting the Sedan City Council approved bills and payroll totaling $95,105.17. Council members also adopted a standard operating procedure for training, travel and meal reimbursement and approved a six-foot memorial bench for Maryellen Appleby at a cost of $1,650.00.
The council approved a reimbursement of $300.67 to Pam Koerner from the transient guest tax fund for redbud seedlings. The February financial review presented by City Treasurer Raven Darnall was accepted. The council approved a sewer reduction of $25.88 for account #1168-11169 and approved a larger sewer reduction of $818.45 for account #1348-11274, establishing a three-month payment plan for $752.31 and removing late fees.
City Clerk Lana Smith reported the city received a Waste Tire Grant to fund benches on Main Street and picnic benches at the park, and noted three city certificates of deposit will mature on 05/01/2026, 05/08/2026 and 05/25/2026; the council voted to put the CDs out for bid. The clerk also reported the bulk water station is currently down and she will get prices to replace the coin machine. Through the clerk the fire chief reported a proposal to trade an unused military truck with Dustin Crum for repairs and painting of the mobile command truck; council members requested a written contract before proceeding. Mayor Kathy Miller said storm sirens had been repaired and noted pool repairs appeared feasible after an inspection with Public Works Superintendent Caleb Ironsyde and Jim Miller.
The council entered two executive sessions under K.S.A. 75-4319(b)(1) to discuss personnel matters regarding the retention of Police Chief Kirk Richardson and William Tunstall; both sessions ended within the announced times and the open meeting resumed with no decisions reported. Robert Clawson asked about a mailed notice regarding lead in the water; City Clerk Lana Smith said it is an annual required flyer. The meeting adjourned at 6:39 PM.
