The Sedan City Council voted on March 3 to remove Bryan Blankinship from the city's bank accounts and add Mayor Kathy Miller as a signatory.
Adam Clark moved to remove Blankinship and add Mayor Kathy Miller; Wellington Butler seconded the motion and the vote carried unanimously (0 Nay, 3 Yay).
Mayor Kathy Miller told the council that the annual salary for her position is $5,509.92; she said $847.68 has already been paid this year to the prior mayor, leaving $4,662.24. She offered to forgo the remaining salary and proposed allocating $2,750 toward employee Christmas bonuses with a $250 minimum per eligible employee and directing the remaining $1,912.24 toward training for staff and council members ahead of the municipal convention in October. The minutes record her proposal but do not show a separate formal vote approving the reallocation of those funds.
The motion to change bank signatories was recorded in the minutes; no additional financial authorizations or budget amendments were recorded at the March 3 meeting.
