Sedan City Council approves CDBG library contractor, accepts roof bid and names Fair Board appointees

The Sedan City Council met Jan. 20, 2026, and unanimously approved a package of contracts, licenses and appointments affecting local infrastructure and civic boards.
The council voted to award the Community Development Block Grant (CDBG) library construction bid to KW Contractors and approved the formal contract with the firm. Council members also accepted a bid from Ram's Roofing for a new city hall roof for $11,511.19 and a decking bid of $5,227.50. Both measures passed on 4-0 votes following motions by council members Wellington Butler and Angela Evans.
City Clerk Lana Smith told the council engineers reviewing a recent KDOT project had determined that sewer lines at the corner being redone will need replacement. Smith recommended pursuing a CDBG sewer grant that requires a 25% local match and proposed hiring Stephanie Marsh of SKEDD as the grant administrator. The council voted to proceed with the CDBG sewer grant administration contract, with no votes recorded against the motion.
The council approved appointments to the Fair Board for Will Pidcock, Joni Hubert, Leroy Moreland and Joyce Moreland after a request from Joni Hubert. The council also tabled further discussion of a memorandum of understanding between the Fair Board and the city to the next meeting.
Other business included approval of a cereal malt beverage license for Floyd's Market and an administrative housekeeping item to change the name on city bank accounts to City Clerk Lana Smith. Smith presented the December 2025 financial report, which the council accepted by unanimous vote.
During department reports, Public Works Superintendent Caleb Ironsyde said a resident asked to have a water meter installed and requested to rent the city's backhoe; the resident would have been required to pay for two city employees to operate the equipment. Council member Wellington Butler expressed concern about the liability of renting city equipment, and Council member Crystal Wade asked staff to research how workers' compensation and retirement would factor into any rental arrangement. The council directed the clerk to have Sue Kill contact the tourist guest tax board regarding a SEK magazine reimbursement inquiry.
Two items were postponed: the council tabled action on a contract with Public Wholesale Water Supply District No. 20 until the next meeting, citing the need for additional legal review, and it also tabled further negotiation of the Fair Board MOU. The meeting adjourned at 6:26 p.m.
